How Can I Get A Better OA Troop Rep Program for my Lodge?

I am a new Lodge Chief, and I would like to see our OA Troop Rep. Program do better. We have been trying for years to get it up and running but it never gets near its full potential. My lodge in the process of forming a plan to promote this program, do you have any ideas that could help me?

You might try a camping trip to help train the troop reps. Get the individual troop leaders involved in getting their reps to the weekend. It might be that the troop reps don't know exactly what their job is. If they get the training and info, you might get a better response.
