In America, public school is normal school. There's either public school (where you don't have to pay) or private school (where you do have to pay) or home schooling. So called orphan children would be in the foster care system because they cannot live with their parents for one reason or another. Orphaned children who have not yet been adopted and who are part of this system would be taken care of by the State in which they live and the State definitely doesn't pay for private school for these kids.
