Are ordinary science graduates hyped as technological brains by Indian Society ?

I was reading an article on Science graduates. In one of them it said many passed out Computer Science Engineering students can't even code a simple program on C++, a language I mastered with utmost ease mid-way 11th and 12th std. by self study. Only wrong thing about that is there was another guy in my class who did nothing but copied all my programs for two consecutive years and was given fake awards in that subject. There was something strange about that school, when one of their old students topped any unit test everybody made a big hype of it and when I topped a couple of Unit Tests everybody pretended like they don't even know if a unit test has passed.. but anyway thats not the point I am making the point is everybody is taking science without even knowing where they will land up, without knowing what job they really want..only 15% engineers get employed.. 5% of them get a satisfactory salary and once in a blue moon someone really cream student in a gap of 2-3 years gets direct employment in one of big MNC but that's a negligible success and apparently impossible for ordinary students. So isn't it right for Govt. of India to publish information about all job opportunities in all streams under RTI so that a helpless student doesn't ends up doing graduation with science PG with management and struggling to get a PO job in Bank where simple English and Maths questions of below 10th standard are asked.. talking about 10th standard there is something wrong with CBSE.. exams.. 96% scoring toppers struggle in real test of competitive exams where knowledge is applied whereas those scoring b/w 80-85 prove their might.. strange..
