STEAMPUNK costume help?

• I am having a lot of trouble thinking of a formal steampunk costume for me. I need to have this costume done by May and I am trying to spend as little money as possible. Before I even start buying things I think I should figure out what my formal costume is going to be. I am hopefully going to be able to make my own formal steampunk costume, because if you buy it anywhere then it costs like $500 and up. Keep your eyes on CHEAP without looking cheap. It would be much appreciated if people who don't even know what steampunk is to ask me what steampunk is. I am not going to answer it, you can look it up on google. For those who do know about steampunk, it would be much appreciated if you could help me. Remember this is a formal costume (even though I also need help with my unformal costume).   Cant you just wear a formal black old looking black dress with a black bustier on the outside,leather nice gloves and the goggles (which are the most expensive) Just go to like a second hand store ans see if you can find some big old watches or a pocket watch and make it into a neck piece or make a wrist watch out of it. Also a lot of Miniature dollhouse items (like clocks) you can use to make like bracelet or add to your clothes. Enjoy!
