How to build a shuttle that willl protect a water ballon from popping?

• How to build a shuttle that will protect a water ballon from popping? I need to build a shuttle (a protective structure) that will protect a water ballon (a pretty big one like medium to big) dropped from a 52 meter high bridge onto solid concrete. It can be made out of any materials except for wood and metal. And design ideas? It has to survive six or more drops. So far I've considered parachuting it down, creating wings (but I don't know what shape), or creating air sockets in the bottom but what if it flips over? I couldn't create holes on all sides because that would completely defeat the purpose. Like I'd be making Swiss cheese out of my project. I've concluded that in order to counter the forces (force gravity and normal force for the most part), I'm going to have to find a way to reduce impact by reducing velocity and acceleration. Any ideas? Help! Please! *I'm not cheating on my assignment, I'm simply asking for ideas or suggestions. I am not allowed to go in for tutoring because my parents are crazy over protective.
