How come certain silicone injections are approved in other countries and declared as "safe" and...?

I'm asking this question because I've been doing some research...And to be honest I personally know certain people who have had silicone based injections injected in places like their buttocks and lips and have had these for years, and years and nothing has gone wrong... I've heard of tragic stories but these are due to things like the use of substances that are bad...I also know certain silicone is bad...But I'm confused because honestly I'm no expert. Bio-alcamid is approved in certain places and has been declared as safe and permanent in the human body, it is also frequently used in patients with aids and has been reported to have positive results. The people I know have been injected with substances in the "bio" family such as bio-alcamid, for buttock augmentation and it's been like 10 and more years and the results are still same, great and permanent..(it's said that silicone migrates after such time, I've heard and seen this happen but obviously I assume it's a product that shouldn't be injected, while bio-alcamid has been shown to become part of the body part injected)... So why is it that in such places bio alcamid or other silicone based injections that seem to be secure and "approved" by the body is allowed and approved by "law" and in other places they're not... I'm not an expert and I don't want to sound like I know it all that's the main reason why I ask this here...Maybe there is something I don't know about the injections that seem to be "safe"...Anyone knows? One of the persons who I know with these injections is a family member of main (an aunt in her mid 40's and the procedure was done years ago and everything seems well) I'm very interested in knowing more as to why the substances that seem to be safe aren't approved in some places...My aunt had this done in another country, by a surgeon where bio-alcamid is used without restrictions or being forbidden by law and after all these years since nothing bad has happened, I'm interested in knowing more...
