  Granulation tissue is seen in both primary and secondary healing, though in greater quantities in secondary. So granulation does occur in primary healing. I think you might have mixed some terms together there. There is "primary healing" and "healing by seconday intention". I don't know if this is just the way I was taught or convention. Primary (whether delayed or not) is basically the kind of healing seen after an incision... where not many cells are killed or main and the cut is "clean". Open wounds, or wound with a lot cell death surrounding it, like from a tear- would undergo healing by secondary intention... where new tissue forms to bridge the gap between the split ends of the wound (hence more granulation). Please bear in mind that ALL wounds go through a haemostatic phase, inflammation phase, proliferative phase (granulation is in this phase), and remodelling phase. They just happen in different amounts depending on the wound... therefore granulation happen in both primary and secondary. I hope this helps!
