The first one makes light of the virus and shows people's irrational fear of it (the cop's fear it so much they won't even pull over a car due to the mere mention of it) the second shows people's ignorance of the dangerousness of the virus (little red riding hood is blissfully unaware that the HUGE mean looking virus is about to get her)
