Because issues of security and issues of voter suppresion are seperate. We also force people to have State issued ID to drive, but unlike voting, entering buildings and driving aren't constitutional rights.

ever hear of the term Poll tax ? every American has the RIGHT to vote. I know the states are covering the cost of the ID with Federal and state moneys but who gets to pay for oh say a birth certificate ? that cost is a poll tax and that makes it unconstitutional

It is not a guaranteed constitutional right to enter a building. It is a guaranteed constitutional right to not have to purchase anything in order to vote.
