The way i interpret it. A soldier is meant to follow orders no matter what. They need a strong back to carry all the weight of their gear and all the weight of the things they have done or seen during battle and war, and they have a weak mind because it keeps them from doubting or questioning their orders and do exactly what they were told. Basically being a muscular puppet in close comparison.
