What does it mean when aliens fly their country's flag above another country's flag that's turned upside down?

To clarify, if an alien is in another country and flies their flag above that country's flag as well as turning that country's flag upside down, what does it mean? The upside down flag is a sign of distress, but what does it mean when the other country's flag is also flown above it.
