    I agree to this list. and someone saying that the best is one that rarely gets to the news. So have you ever heard of ISI in news? I am sure your answer will be "Never" (Though these days western media is trying to create hype regarding ISI role in afghanistan they think ISI will beat US like they did to USSR). And its rated as number one because at the same time its dealing with all other agencies around the world like Mossad and CIA infact its dealing with all agencies of the world. ISI operatives never caught in any video tape as mossad's been in their recent mission, and yeah it rarely gets to the news unlike CIA which is always in headlines. :P I hope its the answer to your question.
