CAN CALIFORNIA DIVORCE COURT MAKE ORDER OF PROPERTY LOCATED IN TIJUANA MEXICO?

Does the judge in a family court (San Diego) have jurisdiction over property bought in Tijuana Mexico during the marriage but only in the name of husband? Husband had dual citizenship US/MEXICO and wife only in US therefore according to him she was not allowed to be on title of property. Now couple is getting divorce and she tried to get him kicked out but authorities told him he has the rights to the property since she is not on title. They still owe money towards the property but it was in fact bought with community funds. HELP!!!! Feel bad for him, he can't afford an attorney and nobody seems to know the answer.

this is a matter best discussed with a divorce attorney but to my best knowledge yes the judge can include all marital assets in the divorce settlement.
