In Oklahoma, what sources are available to legally care for a minor?

• My sister provided food, shelter, and clothing for a minor(16 yrs) for a period of time, although she did not have any legal documentation pertaining to this. The minor was actually suppose to be with his grandmother, but she had a stroke and her husband was abusive to the minor. The minor's mother recently invited her child to come stay, only she became abusive as well. The minor has just returned to Oklahoma, to my sister's, now she wants everything to be legal. She is getting no cooperation from the minor's family. The mother didn't send Birth certificate, ssc, or school records. Where can she turn, without it costing a fortune.

  Well I would start with the local schools. They have to register him in school. I would also go to the local social security office and the local child welfare office. That should get the ball rolling. And none of those places will cost your sister a penny.
