What is the minimum working age in New York State?

The Age of Consent and New York State

A buddy of mine that I graduated with is 24 and dating a 17 year old. I'm still trying to figure out what he sees in her, but that's not the point. The two of them really want to have sex, and I told him he should wait until she's at least 18 so he doesn't get into trouble. But after looking at the laws for New York state it says the age of consent is 17, but there's one statutory rape law that says "under 17" and "atleast 21" So I'm probably just reading it wrong, but does that include those who are 17 or just those who are 16 and younger? Aside from it just being weird, I don't want him to get into trouble. So my question is under the rules of New York state is he good or will I have to go to prison if I want to hang out with him?
