    It's legal. More regulations are going to put homeless services harder and harder till no one will be able to feed the hungry and they will just be out of luck. It makes me mad.

As much as a nice gesture it is, the city has responsibility for the quality of the food at the shelter. If the groups donating the extra food want to host their own things to give this food to the needy, they should very well be free to do so.
