Can You Take A Picture Out Of A Video?

I Can get in trouble if i take picture or video of somebody without permission?

no it was a public place and the guy knew he was being recorded, even if he didnt know its ok because it was in public, had you gone to his window at his house and tried to record him it would be different, but i would say turn the tape into the local news, and show them the shaddy laundry attendant. good luck

Depends on how you use the picture. If you sell it for use by others, you probably would because you don't have a release form. Taking it as you did for the reason that you did, probably not an issue.
