What are a Catholic minor's rights to practice his religion?

If the parents and legal guardians taking over the care of a Catholic minor are not Catholic are they still obliged to keep the Catholic minor practising his/her Faith? such as making sure the Catholic minor makes it to Mass/ Liturgy every Sunday and Holy Day? to make sure that all obligatory Catholic practices are fullfilled?

They are not forced to make sure that they attend church. If they are in the foster care system the legal guardians sometimes have more of a legal obligation to provide a certian spiritual enviroment.
