Can i question to the government that why a printing press is running in a residential area through an R.T.I ?

i stay in a residential area in patna, just opposite to our residence is our neighbour who is running a printing press since 20years. they have almost destroyed the road by the truck which delivers their goods. can i question through R.T.I Act that why a printing press is running in an residential area?? and why?? will they be able to do any thing in this case?? please help
