How long does an employer have to contest unemployment benefits?

I know that unemployment benefits are paid by the former employer, but who pays the state's unemployment...?

    im not 100% sure but. employers and employees pay edd. that money goes into a state account. if you do not use unemployment because you didn't lose your job then the state keeps it. traditionally when you and a group of people pay insurance not every one makes a claim at the same time so they can operate on whats left over. however with the gov. if there is money left over the spend/wast it on whatever they want. that happened it CA were i live. B4 the recession the state had a bunch of extra money from unemployment that wasn't used. the people started to get laid off and filing vlaims. CA spent the EDD money so they had to ask the FEDS for a lone and the feds have to fund EDD because unemployment insurance is a law.
