What are coverage characteristics of health insurance?

Does anyone know what 'personal characteristics extraneous' means?

  • The bill states on Page 50, line 21 SEC. 152. PROHIBITING DISCRIMINATION IN HEALTH CARE. 22 (a) IN GENERAL.—Except as otherwise explicitly permitted by this Act and by subsequent regulations consistent with this Act, all health care and related services (including insurance coverage and public health activities) covered by this Act shall be provided without regard to personal characteristics extraneous to the provision of high quality health care or related services. Okay, I realize it's intended to be vague and confusing, and I know it really means no one will be discriminated against, I've emailed the people who drafted the bill for a clear definition. Of course I've not heard back.
