It has something to do with Bush because one of his duties as governor was to sign execution authorization after reviewing the case and deciding if clemency could be permitted. There were 131 executions while Bush was governor. He denied clemency in all cases, and in one case, that of Karla Faye Tucker, he was seen mocking her plea for clemency. While it's not required that any of the executions be granted clemency, and everyone who was executed was convicted and sentenced according to Texas law, mocking a condemned prisoner is, at the very least, in very poor taste.
