Can a foreigner start a business in the USA?

I'm a foreigner I'v a plan to invest a business in USA. My visa's tourist.Can I go to US. n' look for location?

    Well, if you're talking about an E-2 investor's visa, you should start by making sure you're even eligible as you have to be from a country that has a bilateral treaty with the US before you can even apply. If you do decided to go for it you would be well advised to have an immigration attorney help you set up the paperwork as these are very complicated applications. However, if all you want to do is go scout locations, you can do that on a B1/B2.
