Public Notarization allowing relatives to renew passport?

  • Hi Guys, So currently right now I am trying to renew my Taiwan passport as I will be going back to Taiwan in about a month's time. I am 18 years old, and both a US citizen and a Taiwan citizen with both passports. Recently, I found out that the nearest Taiwan embassy that can renew my passport that is closest to me is in Chicago, about 3 hours away from where I am residing. Because I am currently taking college finals right now I really have no time to travel to Chicago, I am trying to find a way to notarize a document in order for my parents to renew my passport. My question is whether this is possible as I know that many countries require applicants to personally be present at the renewal in order for it to be official. If it is possible, can I just write my own notarization letter and have it notarized at my local public notary? Also, I do not currently have my US or Taiwan Passport currently with me, they are with my parents who live in California.
