To obtian a passport, the individual must meet the criteria for citizenship of that country. In the case of Cyprus: 1. The individual is born in Cyprus, OR; 2. If any of his or her parents was a citizen at the time of the birth, OR; 3. By registration - if he or she is married to a citizen of the Republic and the two have lived together for at least two years (in Cyprus), OR; 4. By naturalization - if certain qualifications are satisfied, including continuous residence for seven years (in Cyprus). Since your question seems to indicate that your husband does not meet any of the four criteria given above, he cannot apply for citizenship and thus is ineligible for a Cyprus passport.
