Can you only apply for a visa in the embassy?

Can I apply for a tourist visa to the US at the London embassy even though I don't have a UK passport?

  In theory you can apply for a non-immigrant U.S. visa at any U.S. Embassy or Consulate General on earth. However the onus to prove that you do not try to immigrate to America rests with the applicant. Hence an applicant must be able to provide proof of strong economical or personal (social) ties to his country. Consular officers being stationed in the United Kingdom can assess the ties an applicant has to the United Kingdom and can assess the genuineness of documents originated in the United Kingdom. If you have lived and worked in the United Kingdom for a long time you should not have problems to convince a U.S. consular officer in the U.K. about your plans to leave the country once your granted stay expires. Should you however be just on a visitor status in the U.K. and provide documents originated in Poland your visa application will presumably be refused and you should better apply for your visa from Warsaw or Krakow.
