Does a paraguay ID card will allow me to travel freely to Brazil without a visa based on MERCOSUL rules ?

I am currently a Dutch citizen, who will apply for residency in Paraguay. When i will become a resident in Paraguay, i will be issued a Paraguay ID card. Can i enter Brazil with this ID card only, no visa & no registration ? How many days will i be allowed to stay in Brazil per year ? I have heard that i will only have to show my ID card at the border( no visa) , so there is no registration of the number of days i have spend in Brazil each year.... Is this correct or are the governments actively checking/monitoring the number of days that citizens from Mercosul countries are spending in Brazil ? Thanks a lot for your help !
