Can someone who have travel document go to France without a visa?

• Travel document (convention of 28 july 1951). The back page of this blue passport give a list of countries (e.g Germany, Sweden and Italy) to which one can go to without a visa. This list does not include France. I have check a few sites regarding this- some of the sites states that it is OK to travel without a visa while other do not so I am wondering if there is any legislation changes happened in the recent years.
