How can I enter Canada?

How can one obtaine emergency medical permission to enter canada for medical purposes?

• my brother in ukraine is sick. the medical situation there is dire to say the least. he has a mass grwoing in his abdomen that sounds a lot like cancer to me. i would like to bring him here for surgery immediately. but to come to canada from ukraine it takes a visa. can anyone tell or help me find out what needs to be done in order to get emergency medical permission to come to canada? tks
