How would you improve the agriculture in Canada?

Is there a way to improve the chance that a visitor's visa to Canada will be issued by the Manila embassy?

• My friend is a Filipina who is working in Canada as a live-in caregiver. She is approximately six months from having her Permanent Residency granted. Her children and husband stayed in the Philippines for the last two years, and now she's applied for visitor visas for the kids to come for a six month visit. The application was denied - the officer stated he was not convinced the children would leave Canada at the end of the visit. Their Dad was not coming to Canada - they would be returning to him. She included a Letter of Invitation from a Canadian citizen, and copies of the kids round-trip airline tickets. What else can we do, if anything, to improve the chance a visa will be issued if she reapplies?

  Not much. Children are minors and therefore dependent of their parent(s) or guardians. If the father is in the Philippines and the mother in Canada, there is no way to guarantee that she will have a change of heart when the kids are in the country and have them stay illegally. Since the kids don't have jobs, own property or any other assets that they must return to, the Embassy has to base their decision from past experiences with Filipino applicants.
