Do I need my own hotel reservation for my Chinese visa?

Schengen Visa. Do i need to set first the tickets and hotels before applying a schengen visa?

I am planning to visit Germany. Do i need the proof that i have tickets and hotel reservation before i can apply a Schengen Visa? Or i can go to the consulate and submit the form? Help!
