Where can Chinese people travel without a visa?

Are people who travel to the US on a J-1 visa for a short 10 day exchange required to recieve a tax number?

  • For example people who come on a long term 1 or 2 year J1 visa to the US and earn money in the US are required to file. But, what about people who some for 10 days to 3 weeks and do not earn money, do they need to declare the amount the USG has spend on supporting them in the US, i.e. pthe cost of plane ticktes, hotels and meals?
