    Couple of ways to look at this. First, an embassy has an ambassador. He/she may be appointed or a career officer. Then there are FSOs - Foreign Service Officers and FSS - Foreign Service Staff. The officers come in through a very grueling process. The staff generally have previous experience in various skills- communication, medical, administrative, and other logistical support functions. The FSOs are broken into four groups- political, economic, consular and administrative. Those are pretty self-explanatory. Small embassies may have a single nurse to care for the embassy staff while big embassies may have a few doctors on board.
