Reissue of passport under Tatkal - chennai RPO?

Hi, I have few clarifications for applying reissue of passport. 1)My passport is expired 6 months back, can i apply for reissue of passport under tatkal now ? 2) Annexure F (verification Certificate) and Annexure-I enough for reissue of passport under tatkal? or do we need to provide additional adress proofs. My expired passport address is different to current address. 3) How many days it will take to get the reissued passport - Chennai RPO. 4) Do we need to pay the tatkal fee in DD or Cash ? on whose favour we need to take DD. Even after all your papers are in order and you pay the stipulated fees, your file will be buried under thousands of similar files. Go to a broker, pay his commission, he will do the ''needful''. Do you not know India?
