In how many days i will get lithuania student visa?and it start date?

i will submit my document for lithuania student visa on 4-08-11,i see on embassy website written that from 7 to 10 days applicant will get visa,but my question is that for example if in 10 days i get visa it mean on 14 august than, my visa is start from 14 august or i will get passport on 14 august but visa start from any other date,because my university say me that you can not come before 15 august that why i want to know what is the visa issue date,plz help me if you can thanks.
