How to do you dial out to the Embassy of Canada in the Philippines?

I am from Canada and I am on the Government of Canada Website. The number they give for the Embassy of Canada in the Philippines is (02) 857-9000 which is located in Makati City. When i dial this it will not work. I dont know what is wrong.. My phone is able to dial other numbers in the Philippines. Am i missing numbers??? Here is the website i am looking at. http://geo.international.gc.ca/asia/manila/about/about01-en.aspx#1 My uncle passed away there and we are trying to make arrangements.. So it would be awesome if someone could help!!
