How to apply for issuance of passport in chandigarh under tatkal scheme?

today i approached the passport seva kendra at adarsh mall, industrial area, chandigarh for the renewal/ issuance of paasport of my daughter(minor) under tatkal scheme. as per the notification by Govt of India, the passport gets issued under tatkal scheme within 3-4 working days, but i have been given an appointment with RPO after 4 days of my applying i.e. on friday after which only my file will be prepared and processed. i need the passport of my daughter at the latest by 23.12.2010 (thursday). how can i get the passport within the stipulated time. and i want to know what is the use of tatkal if even for the date given for preparing the file for application of passport is given on the 5th working day of applying for the issuance of passport?.... urgent guidance and reply needed
