Consul of norwegian embassy in manila?

Is the u.s. consul from the embassy checks the real status of their visa applicant if they are really single?

• i have a friend who wants to go to the u.s. but her status is single in all of her papers but she is already married and has not been using the husband's name for 12 yrs.if she filed for an application, will the u.s. embassy contact the national statistics office in the philippines to have a background check?do they have an access or way to have it checked?
