From where to get immigration protector certificate ?

I got job offers for 10 helpers for Duabi, from a firm in which I worked as a storekeeper for 6 years, so as to get the labour I approached the news paper The Tribune for a classified advertisement in their paper as " Labour required for dubai, " but the newspaper agency required me to submit "Immigration Protector Certificate" , which I think should be must but I don't know from where to get it, which department is responsible to issue this certificate, and what is the procedure. SOME ONE WITH DETAILS PLEASE HELP ME.
