How can one obtain a G.E.D?

US citizen born abroad needs a new Certificate of Birth Abroad, how can I obtain one? Any US phone numbers?

  • I was born in Spain in the late 70's from a US citizen mother and a Spain citizen father. Now I am living in Puerto Rico, a US territory, but my old Certificate of Birth Abroad is severely damaged, to the point of being unacceptable. How can I obtain, or have one issued to me again? I have not been able to obtain a phone number or a contact to solve my problem and acquire information. Apparently, now the US Department of State gives such a bad service they simply will not allow direct contact to solve this kind of issues, unless the person is part of the military. Also, I was told I need to pay $30.00 and obtain a Notarized Affidavit to be able to ask for a new one. Have we arrived at a day and age where having a breathing, living human being on the other side of the line isn't possible? Also, from my understanding a Notarized Affidavit issued by a Puerto Rico attorney isn't valid for this because this is a Federal request, and Puerto Rico attorneys simply are trained for a law system highly different from the US. Anyone can help?
