How a british citizen can buy a land in india?

As a rule no foreigner could buy a property in India(except NRI, PIO) . If this is reliable source of information how a foreigner can buy a flat or plot in India? is there any other method to buy a property in India? Indian govt allows NRI, PIO'S to buy property in India. By applying this rule , can I (PIO) partner with a foreigner ( ie a UK citizen) and buy a land in India? If the above method is not possible could a foreigner give authorization like Power of Attorney status to any Indian or to a PIO like me ? pls guide me in this matter and offer me a various sites which help me to understand Indian govt rule for buying land in India?
