How can I get a German passport 10pts?

The thing is I was born and raised in Germany until the age of 15 thats when my mum decided to come with me to the United Kingdom. I own a EEA residence card because i own a non-european passport, my mum owns a German passport. *Children born on or after 1 January 2000 to non-German parents acquire German citizenship at birth* meaning my younger siblings were entitled to a German passport except me because I was born before 1 January 2000. Which meant I would have been entitled to a German passport when I'm 18 years old, but I left Germany when I was 15. Can I still have a German passport? or do I have to move back in order to have one? thanks
