Answer:
It means customs is verifing the item can be imported to your country and are determining if any duty needs to be paid

Customs doesn't operate a "customs trap." Customs duties are a financial mechanism that every country uses to protect its economy. In general, small-value items can go through after a quick check. Anything that requires duty may require you to pay the duty. Not the best way to get a Christmas present, hey? But we don't know what the value of the package is, nor where it's coming from. (Some countries have built-in breaks on duty.) If your friend sent you a package, do you know if he used FedEx, the mail, UPS, or another shipping company? We can't tell what the destination address of the parcel is. In general, if the package has no commercial value (a hand-knitted scarf for example), it should go through free of duty. If the package has considerable commercial value (a new Rolex), someone will have to pay the duty. No, you can't pre-pay the duty. If it's a fake $50 Rolex, you'll have problems, because the duty on that model will be a few hundred dollars, not a good thing for a fake item. If customs determines it's a fake, Rolex (and a few thousand other Intellectual Property Rights holders) will support customs seizing and destroying the item(s). But we don't know what's in there, so your mileage may vary. Hope you get your package soon. Take care!
