Answer:
It's almost impossible to get a visa just to visit USA from certain countries. If he doesn't have American citizenship, I'm not sure what his options are. If he is American, he either needs to come there to live with you or at least get married there, and then you can go to the American embassy in your country & apply for a petition for an alien relative. You will be asked questions at the petition interview to make sure the relationship is a real marriage. If they determine it is, they will approve your application. Then you can get an appointment @ the embassy for an interview for a visa. Remember your husband is your sponsor and has to show 3 years of income tax returns to prove he can support you here. I know these facts are true because my husband is egyptian and we just went through this process. We got the petition and visa approved in a little less than 3 months. What is your fiance's problem that he can't go to Russia to live? Or to at least marry you there, if he loves you and wants you to come to USA to live? He has to be willing to help you in any way he can. You can't do it alone. If he won't do whatever is necessary, maybe he's not sincere with you. Good luck & best wishes to you. If you get to come, welcome to America! It is truly beautiful!

You should have him visit you and get married there. Once married, it'll be a lot easier.

You answered your own question, in a round about way. I am sorry, I was trying to follow your English, so if I get this wrong, I apologize. It sounds like your fiance is in the process of getting his citizenship in the USA, correct? If that is the case, for you to get a visa (because they know you'd be visiting him and HIS application is pending), there is a burden on you to show that you have very strong ties in Russia. The reason for that is because the US won't limit you in any way when you're here, so the consular has to know that you have every intention of returning to Russia. If they think that you do NOT have reason (strong ties in Russia, like a steady job, family, etc) they will deny the visa. It's that simple. With all the recent attention here about sex trafficking and the like, they will be looking even closer than usual, I suspect. From what you're saying, it sounds like you want to come to the US so you can "finally be together", and that's not what a visa is for. The visa is temporary, and you were denied, likely, because they think you really don't have a reason to return to Russia if you're planning on marrying someone in the US. Good luck. Also, you need to go to the US Department of State's website. That site tells you all you need to know about traveling and required documents, etc.

honestly, i don't think there's much hope for getting a visa at this point. sadly, once you are denied the first time, your chances of obtaining an american visa are slim to nil. especially with three denials, i don't see the american government changing their mind about that. if your boyfriend is not an american citizen, marrying him outside of the united states and trying to enter afterwards won't work either.

Seems like your boyfriend does not share your concerns or do not love you enough to be with you!....What about him to visit you? married you? and live there with you? everyone has to compromise....Your problems are not a Visa to USA is your fiance!
