What to do when your Government does nothing to protect your rights?

• I'm talking about Ukraine. Can somebody answer, what to do when your Government does nothing to protect your rights? For the God's sake, what to do if I can't go home freely, because a private entrepreneur mounted an entrance door intercom on the front door of apartment house, where I live with my family! I can't afford the fee, I didn't take part in the installation expenses, and I did never sign any agreement, even though almost all neighbors are agree with the installation. They gave two chips for my family (although we need them three), but some time later chips were lost or came out of order. Now they say I have to buy them myself, but I can't afford purchase! Moreover, I HAVE THE RIGHT NOT TO PAY FOR ENTRANCE INTO MY HOME!!! The entrepreneur was bound to work out the conditions for my convenience before the installation: he has to give me a numeric code for the intercom. But when I try to talk with him, he's just laughing at me, saying that the neighbors must solve everything, since they are the owners of the device. Neighbors are usual people, indifferent to others problems, they even get angry when I'm trying to apply to somebody: there's even no one responsible person to have a deal with! The situation is lasting since this August. What the steps I took in this period: I filed an application with a request for assistance to the local Service Company, what is the balance-holder of the house, and where I pay maintenance charges monthly, and the similar request I sent to the capital-city, to the Committee on the protection of the rights of consumers. The answers take over a month every time, and the same in both cases: yes, you are right, the Law is in your favor, so APPLY TO THE COURT. For the God's sake, why the court??? I pay to the Service Company, what is, in fact, empowered by the municipality to stop illegal business activity in the house (the entrepreneur hasn't even make an agreement with the Company); as a taxpayer I have the right to be protected by the Committee, what is created specifically to chastise for consumers' rights violations, - I saw the points of the law: they can and they bound to help! But they do nothing! Like everybody in the world, I am aware of the situation with justice in the Ukraine. Months of wasted time (even years sometimes), tons of money thrown away and nothing in result, but the heart problems (take Timoshenko case, for instance!). That's why the officials direct me to the court so persistently: they know I can't afford this, and besides, there's no confidence of success at all, even though my rights are grossly trampled. It's getting cold outside. Coming back from the work (I have two jobs to make ends meet), I'm staying in front of the doors, with hands full of bags and packets, waiting for somebody to go in or out of the house, - it's so hard and embarrassing, sometimes life becomes a burden. Complain to the Central Government also makes no sense. I don't know what to do next...
