When was the phrase "government of the people, by the people, and for the people" first used?

President Lincoln used the phrase in his famous Gettysburg Address, which I think was delivered around 1865. Was this the first use of that phrase? I know theUS Constitution does NOT contain that phrase, and I do not think the Declaration of Independence contains the phrase either.
