What helicopter service should I use?

"Y or N" I'd like to introduce a service "bill" for evacuees?

• Why has this concept never been implemented? I think it is exactly what is needed. Billing, yes billing evacuees that heed MANDATORY evacuation calls. We use services to save our life daily such as ambulances, EMT's, and life saving agencies. Though we know they will come, we also pay for this service. Last time I heard, riding in the fancy white and red vehicle with the flashing lights, cost a pretty penny. Can't imagine why its "free" to risk volunteer or national guard lives to help those who disobeyed a direct request of city officials. Flying in a helicopter in my opinion costs much more than riding in a flashy van. Money from all those who heed that evacuation call will and can support funds for family's who lose loved ones when volunteering in crisis times, it can help alleviate some of the needed up front costs like food, water and shelters. Some of the health care costs that come with a great number of injured. Can't we issue a bill for service to these arrogant "free loaders?" I'm interested in your opinion. As I have clearly stated my ideas for new bills and would like to get feedback.
