Civil rights vs civil liberties?

I need to contrast this two, and if they have increased or decreased over the years

Civil rights refer more to groups of people. Civil liberties have more to do with individual rights. Think of anti-discrimination policies as examples of civil rights and 1st or 4th Amendment rights as civil liberties. They've both increased drastically through the history of the country but they've fluctuated in recent decades. The 60s was obviously a great leap forward for civil rights. I would argue that in the recent couple of decades civil liberties have declined but a lot of that is just interpretation of existing law so it's debatable. It's not a partisan bias because I see it coming from both ends of the political spectrum.
