Contradiction in the Constitution?

Declaration of Independence -That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, — That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, U.S. Constitution - Article 1 Section 9 -The privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it. Don't these contradict each other? I know the suspension of habeas corpus was implemented during the civil war by Lincoln, this was a different time, but if the people revolted against a corrupt government, which is our right, couldn't the government just arrest everyone?

    the Declaration talks about how to get rid of an oppressive government, the Constitution describes how to set up a new government. If, in the case of a rebellion, the government wants to suspend Habeas Corpus, it can only do so with the support of most of the people
