Although Progressive Party candidate, Henry Wallace, had a far stronger record and platform on civil rights, most black voters chose Truman (90,000 to 21,000 in Harlem. Wallace got only 2000 votes in Pittsburgh. In the general election black voters in California, Ohio, and Illinois black voters were decisive in defeating Thomas Dewey, and giving Truman the presidency.) In 1951, the leading American black intellectual and leader, W.E.B. DuBois was arrested and his passport was confiscated by order of the Truman administration for his opposition to the Korean War. A federal judge dismissed all charges when the government failes to provide any evidence DuBois was a communist agent, but neither the black press nor NAACP, which he helped found, supported DuBois. By 1957, Republican President Eisenhower and Democratic Senate leader Lyndon Johnson crafted as weak a Civil Rights bill as politically possible, yet Johnson made Civil Rights a matter of central importance in his Great Society programs following the assassination of JFK in 1963. By the time of the Nixon and Carter administrations, the promise of Black Reconstruction had failed.
